The Public Works Department building in Bombay was completed in 1872. Designed by Colonel Henry St. Clair Wilkins in the Venetian Gothic style, it was located across the street from the Post Office, another building in the same style.

In the second half of the 19th century Bombay, with its economic boom resulting as a consequence of the American Civil War, witnessed a spurt in construction of public buildings. These grand buildings were designed to convey the power and stability of the British Empire.
