Elphinstone Circle, named after the Governor, Lord John Elphinstone, was laid out in 1869 on the site of the old Bombay Greens in Fort. The buildings were designed by James Scott as part of the redevelopment of Bombay which began under the Governorship of Sir Bartle Frère in the 1860s. After Independence in 1947, the Circle was renamed Horniman Circle in honour of Benjamin Horniman, the editor of Bombay Chronicle newspaper, who supported the Independence movement.

The Horniman Circle Garden, completed in 1872, covers an area of 10,101 square metres (108,726 square feet), and has well laid out walkways and trees planted all around. The Asiatic Society of India overlooks it.
